Nikolaevsk-on-Amur in early 1920 was simultaneously under Bolshevik partisan control and subject to the Nikolaevsk Incident — the siege and eventual massacre in which Yakov Triapitsyn's forces killed Japanese troops, foreign residents, and much of the local population before burning the town to the ground in May 1920. Any local currency issued under the State Bank that year emerged from conditions of extreme administrative collapse, and survival of these notes reflects that violent interruption rather than normal wear.
The Russian Far East during this period saw dozens of competing emission authorities, each printing to meet immediate needs. Nikolaevsk issues are among the rarest of the Siberian local notes precisely because the issuing town ceased to exist shortly after this series was produced.
