Biysk, a trading town on the Biya River in the Altai region, was deep in contested territory during the Russian Civil War. The local State Bank branch issued its own paper currency out of practical necessity — Kolchak's Siberian government was collapsing, Red Army forces were advancing, and reliable central-issue notes had effectively vanished from circulation. These provincial emissions were stopgap instruments, often printed on whatever paper was available and circulating only within a narrow geographic radius.
The S1269 series from Biysk is among the rarer Siberian local issues. The "C" variety designation reflects known signature or overprint distinctions within the series.
