Niue has operated as a licensing hub for novelty bullion since the 1990s, leasing its sovereign issuing authority to the New Zealand Mint and similar producers for Disney, Star Wars, and other franchise pieces. The arrangement is straightforwardly commercial — Niue's GDP would fit inside a mid-sized mint's annual operating budget.
