Somalia's government had no meaningful relationship with either figure on this coin — the pairing reflects the early-2000s wave of Somali novelty issues produced entirely for the collector market by foreign licensing agents, not by any functioning monetary authority in Mogadishu. The country was in the midst of a stateless interregnum, and the "Central Bank of Somalia" imprint carried essentially no institutional weight at the time of issue.
