Obverse description The Somali national coat of arms occupies the central field, depicting a heraldic shield bearing horizontal stripes charged with a five-pointed star, supported by two leopards rampant flanking the escutcheon. Below the shield, a crossed spear and two palm fronds are tied with a ribbon. The legend REPUBLIC OF SOMALIA arcs along the upper periphery, while the denomination 25 SHILLINGS is inscribed along the lower arc. The entire design is encircled by a raised beaded border.

Somalia's late-1990s and early-2000s commemorative output was largely driven by foreign licensing arrangements — private minting companies contracted the nominal authority of the collapsed Somali state to produce coins with no domestic circulation whatsoever. This piece, issued the year before Mao's 107th birth anniversary and a full quarter-century after his death, has no meaningful connection to Somalia and was produced exclusively for the international collector market.
