正面描述 At left, an ornate diamond-shaped cartouche with interlaced strapwork encloses a double-headed eagle vignette, with the numeral 25 running vertically along the left margin. The central field carries the treasury obligation legend in Cyrillic script, with the denomination in large display lettering, flanked by a French-language legend along the left vertical border and an English-language legend below. The Siberian Provisional Government at Omsk printed this note during the height of Kolchak's White movement, when the anti-Bolshevik administration controlled a vast but militarily precarious strip of western Siberia. Printing was done locally under difficult conditions — Omsk lacked the industrial printing infrastructure of Moscow or Petrograd, which is why the guilloche work on these notes is noticeably cruder than contemporary Soviet issues.

Kolchak's government collapsed in late 1919. Omsk fell to the Red Army in November of that year, and the vast majority of these notes became worthless within months of issue. Surviving examples often show heavy circulation wear, a reflection of how rapidly the local economy burned through paper currency as the military situation deteriorated.
