The central text field carries the Russian State Treasury short-term obligation legend in Cyrillic, with the denomination РУБ. 25 at upper right and a payable date of 1 June 1920. Two facsimile signatures of Treasury officials appear in the lower central area, with the place and date of issue reading Омск, 1 Июля 1919 г. at foot. The Siberian Provisional Government — headquartered in Omsk under Admiral Kolchak from November 1918 — printed its own treasury notes as the White movement's administrative finances grew increasingly desperate. This 25 Rouble issue belongs to a series produced entirely within Omsk, a significant constraint given the limited printing infrastructure available to an anti-Bolshevik administration fighting on multiple fronts while simultaneously trying to project the credibility of a functioning state.
Kolchak's government collapsed in early 1920. Notes from this series circulated across a shrinking territory and were rendered worthless almost immediately — surviving examples owe their existence largely to the speed of that collapse, which left unissued stock intact rather than destroyed.
