25 Roubles Second Siberian Provisional Administration

The Siberian Provisional Government — headquartered in Omsk under Admiral Kolchak from November 1918 — printed its own treasury notes as the White movement's administrative finances grew increasingly desperate. This 25 Rouble issue belongs to a series produced entirely within Omsk, a significant constraint given the limited printing infrastructure available to an anti-Bolshevik administration fighting on multiple fronts while simultaneously trying to project the credibility of a functioning state.

Kolchak's government collapsed in early 1920. Notes from this series circulated across a shrinking territory and were rendered worthless almost immediately — surviving examples owe their existence largely to the speed of that collapse, which left unissued stock intact rather than destroyed.
