| Beschrijving voorzijde | A double-headed eagle vignette at left within an ornate vertical guilloche border, with the numeral 25 printed large at centre-left. The face carries a short-term treasury obligation text in Cyrillic, stating payment of twenty-five roubles at the State Bank and its offices, dated 1 March 1919 at Omsk, with a maturity date of 1 March 1920 noted at upper right. Manuscript signatures of the Director of the State Treasury Department and the Chief of the Accounting Division appear in the lower portion, above the serial number in the format А-А 0077. |

The Siberian Provisional Government at Omsk was printing currency under genuinely chaotic conditions by 1919. Admiral Kolchak had seized control of the administration in November 1918, and the note issues of this period reflect a government that was simultaneously trying to project legitimacy and losing ground to Bolshevik forces on every front. The Omsk printing operation was improvised — supply chains for ink and quality paper were unreliable, and the notes show it.
By late 1919 the White forces collapsed entirely, Omsk fell in November, and whatever reserves of these notes remained in government hands were abandoned or destroyed in the retreat east.
