The Provisional Siberian Administration — formally the government of Admiral Kolchak's White forces headquartered at Omsk — issued this note during one of the most chaotic monetary episodes of the Russian Civil War. By 1919, the territory under White control was hemorrhaging value across multiple competing currency systems simultaneously: Romanov-era tsarist notes, Kerensky-era Provisional Government issues, and locally printed Siberian obligations all circulated together, with exchange rates shifting weekly.
Omsk fell to Bolshevik forces in November 1919, and Kolchak's administration collapsed with it. Notes printed there but not yet distributed were abandoned or destroyed in the retreat east along the Trans-Siberian Railway.
