The Sakhalin Oblast People's Revolutionary Committee was a short-lived Bolshevik authority operating on the northern half of the island while Japanese forces held the south following their 1920 intervention. This note is among the most geographically isolated emergency issues from the entire Russian Civil War period — Sakhalin was, by any practical measure, cut off from the monetary supply chains sustaining other Red administrations in the Far East.
Production was almost certainly local and improvised. Surviving examples are genuinely rare, and the committee itself ceased to function within months of issue.
