The Far Eastern Republic was a short-lived Soviet buffer state established in April 1920 to avoid direct military confrontation with Japan, which still had forces in the region. Its paper currency was accordingly provisional in character — issued not by a central bank with any real monetary infrastructure but by a transitional authority that everyone understood would not last. The republic was absorbed into Soviet Russia in November 1922.
