Obverse description The Public Seal of Niue occupies the central field, surrounded by stylised representations of gold artefacts from ancient civilisations including Greek, Aztec, Sumerian, and Egyptian cultures. The peripheral legend reads PUBLIC SEAL OF NIUE / ATUA NIUE TUKULAGI, with the denomination 25 DOLLARS inscribed below. Niue has operated as a bullion and collector coin licensing jurisdiction since the 1990s, effectively leasing its sovereign issuing authority to foreign mints — predominantly Perth — who supply the technical execution and distribution while Niue provides the legal denomination. This piece falls squarely into that arrangement.
