Montoire-sur-le-Loir was used by French authorities as a holding facility for captured German officers during the First World War, and this 25 centime piece is internal scrip — not public currency, never intended to leave the camp. Officer-prisoner camps in France operated under the 1907 Hague Convention, which entitled officer POWs to pay commensurate with their rank, disbursed in camp money that could not be hoarded for escape funds or spent outside the wire.
The beige cardboard construction is typical of hastily produced French internment scrip, where local printing resources determined format far more than any central directive.
