The Kipper- und Wipperzeit — the "clipping and see-sawing" period — was one of the most destructive monetary crises in European history, running roughly 1619–1623 and coinciding almost exactly with the opening phase of the Thirty Years' War. Dozens of minor mints across the Holy Roman Empire debased their silver coinage aggressively, flooding circulation with underweight issues while hoarding full-value coin. Neisse, as a Silesian episcopal mint operating under Ferdinand II's authority, participated in this race to the bottom.
By 1623, the crack-down had begun. This piece falls at the tail end of the Kipper period, when imperial edicts were forcing mints to restore silver standards — making late Kipper issues like this one transitional in character and often short-lived in production.
