Argentina's 1978 World Cup was awarded by FIFA in 1966, but by the time the tournament arrived, the host nation was under the military junta that had seized power in March 1976. The decision to proceed was internationally contentious — the Netherlands and others debated boycotts, and human rights organizations protested throughout. The Argentine Football Association and the junta treated the championship as a legitimizing exercise, spending an estimated $700 million USD on infrastructure and promotion, a sum that dwarfed the original budget by orders of magnitude.
The dual CJ references reflect two distinct coin types issued under this program — Argentina released multiple denominations and designs across the commemorative series.
