Hungary formally applied for EU membership in 1994, but the accession process was far from assured — the European Commission's 1997 Agenda 2000 report identified Hungary as one of the first wave of candidate countries ready to open negotiations, which gave the government sufficient confidence to commission commemorative issues anticipating eventual membership. That membership would not arrive until 2004, making this coin six years premature.
