This piece belongs to a commemorative series issued in the final year before Belgium irrevocably surrendered the franc to the euro. The "City" theme was part of a broader cultural program the Belgian mint ran through the late 1990s pairing urban identity with the bilingual character of the kingdom — separate Dutch- and French-text versions were struck for most issues, a political accommodation that added complexity to an already intricate collector market.

KM#216 is the Dutch-language variant; the French counterpart carries a distinct catalog number and was struck in identical specifications.
