North Korea has issued commemorative silver pieces through state trading companies since the 1970s, almost exclusively for hard currency export rather than domestic circulation — no ordinary citizen would encounter one. This horserider type belongs to a wave of issues produced in the early 2000s targeting foreign collectors and numismatic distributors in China and Europe, with the Central Bank acting as issuer in name only.
KM#1054 is one of dozens of near-identical format pieces from this period, making population data essentially meaningless — export quantities were never disclosed.
