North Korea has issued commemorative coinage for foreign currency markets since the 1970s, producing pieces with no practical domestic circulation — the won was effectively non-convertible and the internal economy ran on a rationing system. This hoopoe issue follows that pattern: made to generate hard currency through numismatic export, not for use inside the country.
