The XIV. Armeekorps at Karlsruhe administered prisoner-of-war camps across its district during the First World War, and these fractional camp notes filled a practical gap: Allied prisoners needed a means of exchange for canteen purchases that could not be spent outside the wire. Issuing internal scrip prevented hard currency from accumulating in prisoner hands, a concern taken seriously by German military authorities after early escape attempts demonstrated how useful cash was beyond the perimeter.
Paper issues at this denomination are among the more fragile survivors of the Karlsruhe camp series — canteen conditions were not kind to low-value notes.
