Eutin, in the Duchy of Oldenburg, hosted an officer prisoner-of-war camp during the First World War, and like dozens of such installations across Germany, it issued its own internal currency to manage canteen transactions and reduce dependence on Reichsmark notes circulating among a captive population. The Offizier-Gefangenenlager designation is significant — officer camps operated under different conditions than enlisted camps, governed by the Hague Conventions, which entitled officer prisoners to pay according to their rank, creating a practical need for scrip denominated at higher values.

Campbell 2953 places this squarely within a vast and poorly documented category. Many Lagergeld issues survive in tiny quantities simply because when a camp closed, remaining scrip was voided and discarded — there was no redemption incentive for the prisoners leaving.
