Switzerland issued this coin specifically for the UEFA European Championship hosted jointly with Portugal in 2004 — not, despite what the name suggests, for FIFA. The "FIFA" designation refers to Switzerland's longstanding series of commemorative 20-franc pieces authorized under federal law, not to any FIFA tournament.
The .835 silver fineness traces directly to the 19th-century Latin Monetary Union standard, which Switzerland never fully abandoned for its commemorative program even after the LMU dissolved in 1927.
