Liberia's commemorative program in the late 1990s was prolific to the point of cynicism — the country issued dozens of foreign-subject pieces annually, primarily destined for the collector market rather than any domestic circulation. This Diana memorial coin was struck within months of her death in August 1997, part of a wave of numismatic tributes that flooded the market from small-nation issuers with no meaningful connection to the subject.

Mintage controls on these Liberian issues were rarely enforced, and secondary market premiums have eroded accordingly.
