Cook Islands has issued commemorative silver under its own authority since the 1970s, a function of its self-governing status in free association with New Zealand. This particular issue is one of the first Cook Islands coins to carry a posthumous effigy of Elizabeth II, who died in September 2022 — meaning the design approval process would have occurred entirely after her death, with the Royal Mint no longer holding any oversight role over the likeness used.
