French prisoner-of-war camps issued their own internal scrip throughout the First World War because German prisoners were legally entitled to wages for labor performed — but circulating French legal tender inside a camp was considered both a security risk and an administrative headache. The Dépôt de Prisonniers de Guerre de Nevers, located in the Nièvre department of central France, produced small-denomination notes like this one precisely to satisfy that obligation while keeping purchasing power confined to the camp canteen economy.
Paper scrip at this fractional denomination saw heavy handling and survives poorly. The Nevers issues are among the less-documented French POW camp emissions from the 1914–18 period.
