Camp de Coëtquidan, in Brittany's Morbihan department, held German prisoners of war during the First World War, and like dozens of French internment sites it developed its own internal scrip to manage canteen transactions without introducing official currency into the camp economy. The 10th Military Region administered a network of such camps, and each issued notes under its own authority — which is why denominations and designs vary considerably even between neighboring sites.
These fractional centimes notes existed purely because prisoners were paid nominal wages for labor, and coins were considered a security risk.
