Jersey issued this piece to mark Elizabeth II's 70th birthday in 1996, one of dozens of commemorative programs the island produced throughout her reign as part of a deliberate revenue strategy targeting collector markets. Jersey's ability to issue its own coinage stems from its status as a Crown Dependency — outside the UK but under the Crown — a constitutional oddity dating to the Norman Conquest that Westminster has never fully standardized.
KM#97a designates the silver proof variant, distinguished from a concurrent base-metal issue struck for the same event.
