The State of Oaxaca operated as a sovereign entity during the Mexican Revolution under Governor José Inés Dávila, who declared Oaxaca's political sovereignty in 1915 and established its own monetary system independent of Carranza's Constitutionalist government. These provisional issues were struck locally under difficult conditions, and the "unfinished truncation" variety reflects the improvised nature of die production — the bust termination was left incomplete, almost certainly due to the limited engraving resources available to the Oaxacan mint at the time.
