The XVIII. Armee-Korps oversaw prisoner-of-war camps in the Frankfurt am Main military district, and this 2 Mark note was issued internally for use within those facilities — part of a deliberate policy to prevent POWs from accumulating Reichsmark currency that could fund escapes or be smuggled out. Camp scrip systems of this kind were standardized across German military districts by 1916, each corps issuing its own denominations under inspection authority rather than through any central banking mechanism.
Kosack and von Baur signed as inspection officials, not bank officers. The dual-signature requirement was an accountability measure, not a monetary formality.
