The Bordeaux Chamber of Commerce began issuing these small-denomination emergency notes in 1914 when the mobilization crisis drained metallic coinage from circulation almost overnight. By 1917 the practice was well-established across French provincial chambers, but Bordeaux was among the more prolific issuers, producing multiple type variants across several denominations through Gounouilhou — a long-established Bordeaux printing house better known for newspaper work than financial instruments.

The JP#30-17/18/19 grouping covers distinct watermark and serial variants within the same year, which complicates attribution and makes type identification essential before cataloging condition.
