Struck in Philadelphia by the U.S. Mint under contract with the Belgian government-in-exile, this issue was produced in anticipation of the Allied liberation and shipped to Europe for immediate post-liberation circulation. Belgium's own mint in Brussels had been operating under German control since 1940, making domestic production impossible. The zinc-clad steel composition mirrors wartime austerity coinage across occupied Europe, where base metals were the only viable option after strategic materials were requisitioned.
Distribution began in late 1944 as Allied forces advanced through Belgium following the Normandy breakout.
