This fractional issue belongs to Cook Islands' long-running practice of licensing its monetary authority to private minting operations — primarily the New Zealand-based Mayer Mint and various European partners — producing legal tender coins sold almost exclusively to the collector market. At 0.156 g of fine gold, it was never intended to circulate. Cook Islands has operated this model since the 1970s, generating revenue through seigniorage on numismatic products rather than functional coinage.
