Pattern coinage of this type was produced at the Royal Mint to test proposed designs or compositions before authorizing full production runs — most never received that authorization. A gold striking of what was otherwise a base-metal circulation denomination suggests this was almost certainly a presentation piece or proof-of-concept for a senior official or the India Office rather than any genuine monetary proposal. The 2 annas in gold makes no economic sense as a circulating coin.
