Justinian I's reign saw the follis system reorganized under the currency reform of 538 AD, which rationalized fractional denominations across the eastern mints. Thessalonica operated as a secondary mint to Constantinople, its output distinguishable by mint mark and generally lower in volume than the capital's production.
