Paraguay's 1974 gold issues were part of a broader series commissioned to capitalize on the international commemorative coin market that exploded after the 1964 Tokyo Olympics normalized government-issued collector pieces. The Wilhelm Tell subject had no particular connection to Paraguay — the series drew themes from European iconography largely because that was what foreign buyers wanted.

KM#125 was struck at the Casa de Moneda in Asunción under the Stroessner government, which used hard currency from collector coin sales as a modest but real source of foreign exchange revenue throughout the 1970s.
