| Beschrijving voorzijde | A short-term 5% State Treasury obligation. At left, a large ornate numeral '1000' flanks a central vignette with the double-headed eagle beneath a decorative cartouche. The main text field bears Cyrillic inscription in varying typefaces, stating the bearer is to be paid one thousand roubles at the State Bank and its offices, with the issue date of 1 June 1919 noted at the lower centre. The Siberian Provisional Government at Omsk was already in crisis when this note was produced. Admiral Kolchak's administration had seized power from the earlier Directory in November 1918, and by 1919 the White forces were losing ground fast — inflation was accelerating, the front was collapsing, and the government was printing currency it had no realistic means to back. The "Second Siberian Provisional Administration" designation reflects the succession of short-lived anti-Bolshevik authorities that cycled through Omsk, each inheriting the previous regime's printing obligations along with its debts.
Printed locally under wartime conditions rather than by an established security printer, which shows in the note's technical execution. Kolchak's forces evacuated Omsk in November 1919; most of this currency became worthless within weeks.
