The Siberian Provisional Government — headquartered in Omsk under Admiral Kolchak from November 1918 — issued this note as part of its effort to maintain a functioning monetary system across White-controlled territory east of the Urals. Omsk was, briefly, the administrative capital of an anti-Bolshevik Russia stretching from the Urals to the Pacific, and the presses there worked continuously to fund both civil administration and a deteriorating military campaign.
By late 1919, Kolchak's forces were collapsing under Red Army pressure. The currency followed: hyperinflationary conditions rendered high-denomination notes nearly worthless within weeks of issue, and when Omsk fell in November 1919, vast quantities of unissued stock were seized or destroyed. Notes that entered actual circulation in that final period often show heavy wear relative to their age.
