Beschrijving voorzijde The face is dominated by a central cartouche bearing the Cyrillic denomination ТЫСЯЧА РУБЛЕЙ within elaborate scrollwork and foliate rocaille ornaments, surmounted at upper centre by the Imperial double-headed eagle. The numeral 1000 and date 1919 are set within a decorative framed panel to the right, while an obligation clause in Cyrillic occupies a text panel at left, with two manuscript signatures — those of the Director and Cashier — appearing below the serial number.

Beschrijving keerzijde The reverse presents a central allegorical vignette of Russia personified as a seated female figure holding a shield and sword, enclosed within ornamental guilloche borders. Architectural vignettes with spired buildings flank the composition at lower left and right, anchoring the central allegory within a formally symmetrical decorative framework.

The Government of South Russia operated out of Rostov-on-Don under the White Army's administration during the Civil War, and this note was issued as the Volunteer Army's fortunes were still credible — before the catastrophic reversal of late 1919 that saw Denikin's forces collapse under Red Army pressure. The sheer volume of denominations printed in Rostov that year created runaway inflation even among populations nominally sympathetic to the White cause.

Printing was local and under pressure. Paper quality and registration consistency vary considerably across surviving examples, a direct consequence of the improvised wartime production conditions at Rostov.
