Biysk, a trading town on the Biya River in the Altai region, was deep within the territory contested by Kolchak's White forces and various regional administrations during the Russian Civil War. This note was issued by the local branch of the State Bank under conditions where central supply of currency had entirely broken down — a provincial office printing its own obligations simply to keep commerce moving.
The S1269 series from Biysk is known for inconsistent impression quality, a direct consequence of local printing without proper equipment or trained press operators. The "D" suffix distinguishes a specific typographic variant within the series.
