Azerbaijan's Soviet forces consolidated control over Baku in April 1920, and this note was issued almost immediately afterward as the new republic scrambled to establish monetary authority in a territory that had just weeks earlier been using Azerbaijani Democratic Republic currency. The speed of issue meant design and production resources were extremely limited, which is evident in the printing quality of the series.
P#S712 belongs to a short-lived emission — the Transcaucasian and Soviet ruble systems moved to absorb and replace these local issues within a few years, making the entire Azerbaijan SSR note series relatively brief in circulation life.
