The Akmolinsk Region Revkom issued this note during one of the most chaotic administrative periods in Siberian history — 1919 was the year Kolchak's White government in Omsk collapsed, and Soviet forces swept westward through the region. Local revolutionary committees improvised their own currency because central supply lines were broken and Sovznaki from Moscow were not reaching the outlying oblasts in usable quantities.
Printing in Omsk at this moment was its own problem. The city changed hands in November 1919, and materials and press capacity were shared, seized, or redirected constantly. Notes from this Revkom series are poorly documented in terms of exact issuance windows, which makes dating individual examples within the year difficult.
P#S964 falls within the broader "S" Siberia/Urals classification, a catch-all that reflects how provisional these instruments really were.
