Chad's 1990s commemorative silver program was produced almost entirely for the collector export market — the country had no meaningful domestic numismatic trade, and pieces like this never circulated within Chad's borders. Most were contracted through European minting intermediaries, a common arrangement among Franc Zone nations whose monetary policy was administered through the BEAC rather than any independent central bank.

The "Valley of Statues" refers to the Ennedi Plateau region, where erosion has carved sandstone formations into figures of striking anthropomorphic appearance. Whether the denomination bears any relationship to actual transactional value in 1999 CFA Francs is largely academic.
