Brussels issued a series of local emergency currency tokens in the early 1980s to address chronic shortages of small-denomination coinage circulating in the city's markets and transit systems. The 100 Michel piece — bilingual in name as in everything Brussels does — was part of that municipal stopgap, denominated in a fictional unit that sidestepped the complexities of issuing official Belgian franc coinage, which remained a federal prerogative.
The patinated bronze finish was applied deliberately to distinguish these tokens from standard coinage and to discourage hoarding in favor of actual circulation.
