By mid-1922, German inflation had accelerated well past the point where a 100 Mark note represented meaningful purchasing power. The Reichsdruckerei was printing at industrial scale simply to keep pace with the collapsing exchange rate — this series was followed in short order by notes of 1,000, then 10,000, then millions of Marks as hyperinflation spiraled through 1923.
The watermark was the sole security feature, which tells you something about the practical priorities of a printer overwhelmed by volume over authentication.
