Struck to mark Elizabeth II's 60th year on the throne, this issue belongs to a wave of Commonwealth commemoratives released in 2012 — most of them produced in small quantities by foreign mints on contract, with the issuing central bank having minimal involvement beyond authorizing the design. Papua New Guinea's connection to the Crown dates to its status as a British-administered territory, later a United Nations trust territory under Australian administration, before independence in 1975.
