Liberia's 1990s gold commemorative program was essentially a licensing operation — the government authorized dozens of issues featuring world figures with little connection to Liberian history, selling them almost exclusively to Western collector markets through third-party distributors. Gandhi's appearance here has nothing to do with any diplomatic or historical tie between the two nations.
KM#312 is one of several dozen portrait-themed issues from this period, most struck at European contract mints. Collector demand has remained modest; the series never developed a serious following, and many issues trade close to melt.
