Beschrijving voorzijde The national arms of Samoa displayed centrally within the field, depicting a quartered shield bearing the Southern Cross constellation and a coconut palm, surmounted by a cross, and supported by two olive branches. A scrolled banner below the shield carries the national motto in Latin script. The legend SAMOA I SISIFO arcs along the upper periphery, while the denomination $10 appears in the lower field.

Tanumafili II, who held the position of Head of State of Samoa from independence in 1962 until his death in 2007, was the world's last surviving head of state to have met Gandhi personally — a distinction that gave this issue its justification beyond the routine commemorative calendar. Gandhi visited Samoa briefly during his travels, and the connection, however tenuous by 2003, was politically meaningful to the Samoan government.
