The Second Provisional Siberian Administration emerged from the chaos following Kolchak's defeat, and its currency issues in 1920 represent some of the final paper money produced by anti-Bolshevik forces east of the Urals before the White movement collapsed entirely in Siberia. By the time these notes reached circulation, the issuing authority had effectively lost territorial control, and confidence in the currency was negligible even among the populations nominally under its jurisdiction.
Notes from this series are frequently found in poor condition — a reflection of the desperate economic environment rather than heavy commercial use. Hoarding of hard currency and barter had largely displaced paper exchange by this point.
