The Krasnoyarsk Yenisei Provincial Mutual Credit Society was one of dozens of cooperative credit institutions that resorted to issuing their own scrip during the profound instability of the Russian Civil War period. In 1919, Kolchak's White government nominally controlled the region, but the financial system had fractured badly enough that local cooperative societies were filling the gap with paper obligations of their own — these were instruments of necessity, not banking ambition.

Mutual credit society notes from Siberia in this period are frequently found with heavy handling wear; they circulated hard in conditions where Romanov-era coinage had largely vanished from daily trade.
